To operate a “Vehicle Rental and Leasing Services” for the hiring and leasing of motor vehicles one needs to apply for a permit. The Authority for Transport in Malta will not issue permits on garages with an area of less than 24m². For a chauffeur driven permit the area must not be less than 24m², while for a self-driven permit the area must not be less than 48m².
